Some measures to promote the innovation and development of robot industry in Beijing
The robot industry is a strategic leading industry for the high-quality development of the capital in the new era. In order to grasp the strategic window period, accelerate the innovation and development of the city’s robot industry, make every effort to build a robotics technology innovation source, application demonstration highland and high-end industrial agglomeration area, and effectively support the construction of an international science and technology innovation center and a global digital economy benchmark city, the following measures are hereby formulated:
First, accelerate the innovation and breakthrough of robot technology system
(1) Improving the innovation ability of key robot technologies
Organize the implementation of the “foundation” project for the robot industry, release the list of key technologies for the industry, and support enterprises to form a consortium around the robot operating system, high-performance special chips and key components such as servo motors, speed reducers, controllers and sensors, as well as related technologies such as artificial intelligence and multi-modal large models. Solve the problem of short board of the robot industry and the technical problem of “stuck neck” through the “unveiling list”. Support according to research input, up to 30 million yuan.
(2) Building a scientific and technological innovation system for the robot industry
Build an open, sharing and collaborative innovation system for the robot industry. The robot backbone enterprises will take the lead, integrate first-class innovation resources at home and abroad, set up a humanoid robot innovation center, and carry out research on key common technologies. Support robot enterprises and the “Intelligent robot and system advanced innovation Center” to jointly carry out industrialization research. Support robot enterprises to build a municipal enterprise technology center, with annual main business income as the reporting condition can be relaxed to not less than 100 million yuan. Robot enterprises are encouraged to participate in various open source projects and use open resources to enhance the level of innovation.
(3) Building a public platform for innovation and verification of the robot industry
Support the construction of public platforms such as pilot test verification platforms and shared processing centers for robot products, quickly respond to research and development needs, and provide solutions such as prototype trial production, processing technology and high-precision parts production for robot enterprises and scientific research institutions. For public platform construction units, subsidies shall not exceed 30% of the construction project investment, up to 30 million yuan; Those included in the municipal public service demonstration platform for small and medium-sized enterprises shall be rewarded according to their service performance. All industrial clusters support the public platform for innovation verification.
Second, promote the agglomeration and development of the robot industry
(4) Building a robot industry base
Strengthen the development and supply of land for robot industry, enhance the industrial space carrying capacity, take the lead in building robot industry bases in regions with conditions, and attract global robot industry chain enterprises to land layout. For enterprises to purchase research and development, production land, speed up the approval process, to achieve the “land to start.” The robot standard factory projects constructed by authorized industrial park development enterprises shall be supported by fixed asset investment in accordance with existing policies.
