Recently, the “Sichuan Province Industrial Carbon peak Implementation Plan” (hereinafter referred to as the “implementation Plan”) was officially issued and implemented. The “Implementation plan” proposes that the eight key industries of iron and steel, building materials, chemicals, non-ferrous metals, paper making, textiles, electronics, and equipment manufacturing will implement carbon peaking actions in key industries, accelerate the construction of a modern green industrial system characterized by high efficiency, recycling, and low carbon, and ensure that the province’s industrial carbon dioxide emissions will peak before 2030.
The “Implementation Plan” proposes that during the “14th Five-Year Plan” period, obvious progress will be made in the adjustment and optimization of industrial structure and energy use structure, the efficiency of energy and resources utilization will be greatly improved, a number of green factories and green industrial parks will be built, a number of low-carbon, zero-carbon and negative carbon technologies and equipment products with significant emission reduction effects will be developed, demonstrated and promoted, and a green and low-carbon advantageous industrial system will be basically formed. The high standard construction of the country to achieve the goal of carbon peak carbon neutral strategic support area, laying a solid foundation for achieving carbon peak carbon neutral.
By 2025, energy consumption per unit of value added of industrial enterprises above designated size will be reduced by 14 percent compared with 2020, and carbon dioxide emissions per unit of value added will be reduced by 19.5 percent compared with 2020. During the “15th Five-Year Plan” period, industrial energy consumption intensity and carbon dioxide emission intensity continue to decline, achieve synergies in reducing pollution and carbon reduction, ensure that the province’s industrial carbon dioxide emissions peak before 2030, and strive to have the conditions of key industries to take the lead in reaching the peak of carbon dioxide emissions.
