With the gradual maturity of 5G, artificial intelligence, cloud computing and other technologies, intelligent manufacturing has also ushered in new development opportunities.
Recently, the National Bureau of Statistics announced the investment situation in January-April 2022, of which the investment data in the manufacturing sector is gratifying, especially the substantial increase in technological innovation investment in manufacturing enterprises, further consolidating the foundation for China to move from a manufacturing power to a manufacturing power.
As a necessary measure to promote industrial upgrading, accelerating the intelligent and digital transformation of the manufacturing industry has become a social consensus, and the strong science and technology enterprises play the role of leaders, leading the industry to carry out intelligent upgrading in the process of accelerating their own intelligent transformation.
Technological reform is becoming increasingly urgent
According to the statistics bureau, investment in the manufacturing sector rose 12.2% year-on-year in the first four months of this year, driving the overall investment growth of 2.9 percentage points. The investment in technological transformation of manufacturing enterprises increased by 17.0% year-on-year, 4.8 percentage points higher than that of the overall manufacturing investment. Technological transformation investment accounted for 43.1% of total manufacturing investment, 1.8 percentage points higher than the same period in 2021.
Technological transformation refers to the transformation and upgrading of production facilities and process conditions by using new technologies, new processes, new equipment and new materials, which will greatly promote the production efficiency and economic benefits of enterprises. The growth of technological transformation investment in manufacturing enterprises, as well as the increase in the proportion of total manufacturing investment, reflects the further acceleration of the pace of intelligent and digital transformation and upgrading in the manufacturing field after the national layer and the change of enterprise management consciousness.
As early as 2015, The State Council issued the “Made in China 2025”, which laid down the first 10-year action program for China to implement the strategy of manufacturing power. Later, the “14th Five-Year Plan” intelligent manufacturing Development Plan formulated six major actions, including industrial intelligent transformation and upgrading actions, to achieve the majority of manufacturing enterprises above designated size to achieve digital networking by 2025, the initial application of intelligence in key industry backbone enterprises, and the comprehensive popularization of digital networking in manufacturing enterprises above designated size by 2035. Key industries backbone enterprises basically achieve the goal of intelligence.
With the increase of the country’s attention to the intelligent development of the manufacturing industry, various places have also introduced policies to promote a new round of large-scale technological transformation.
The “Hainan Province Support Industrial enterprises to expand investment and technical improvement and quality Improvement Award Fund Management Implementation Rules” stipulates that more than 10 million yuan is invested in technology upgrading in line with the direction of intelligent upgrading, cluster development, service extension, green transformation, security management and control, and enterprises that introduce equipment for technological transformation through financial leasing. The maximum subsidy of 10 million yuan will be given in different proportions.
Guangdong Province, where small and medium-sized enterprises gather, has identified 32 measures to stabilize industry in the “Guangdong Province to promote the steady growth of industrial Economy Action Plan”, including encouraging investment in key industries and technological transformation, accelerating the digital transformation of manufacturing, accelerating the construction of major projects and new infrastructure, and planning to promote 8,500 industrial enterprises to carry out technological transformation this year.
Li Peigen, director of the National Intelligent Manufacturing Expert Committee and academician of the Chinese Academy of Engineering, said that the core of intelligent manufacturing is the process and equipment, and the development of intelligent manufacturing must be based on manufacturing. At the beginning of the year, Ning Jizhe, then director of the National Bureau of Statistics, revealed that a series of policies conducive to manufacturing investment and technological transformation investment will be introduced in 2022.
