On May 21 this year, the National Development and Reform Commission issued the Notice on Improving the on-grid Tariff Policy for Wind Power, making it clear that onshore wind power projects approved before the end of 2018, and those that are still not connected to the grid by the end of 2020, will no longer be subsidized by the state; Onshore wind power projects approved from January 1, 2019 to the end of 2020, and those that are still not connected to the grid by the end of 2021 will no longer be subsidized by the State. Starting from January 1, 2021, newly approved onshore wind power projects will be fully connected at parity, and the state will no longer subsidize them.
As soon as the above policies came out, the wind power industry broke out a new round of “grab loading tide”. During the National Day period alone, seven wind power projects were intensively opened with a total of 409.7 MW. The demand for wind turbines by wind power development enterprises is also increasing day by day, and the quantity and price of wind turbines are rising, and the market is in short supply.
“At present, there are some phenomena such as grabbing the construction period and equipment supply, and equipment prices have also risen to a certain extent.” For the “grab the fashion”, Li Chuangjun showed a certain concern. He said that the development of the wind power industry can not be separated from a “stable” word, hope that enterprises can do according to the “13th Five-Year plan” and the actual power grid capacity, as well as the requirements of environmental protection, objective and rational to promote the project construction process, high-quality completion of each project development, without leaving any hidden risks.
“The state will also strengthen supervision over the implementation of local plans to ensure a smooth and orderly industry and avoid big ups and downs.” Li Chuangjun said that in accordance with the policy requirements, China’s onshore wind power will be fully realized in 2021. After the removal of subsidies, it is necessary to better implement the relevant policies to support the development of wind power. Government departments will do their best, while local government departments at all levels and power grid enterprises should also give active cooperation.
In addition, Li Chuang Jun stressed that technology is the core competitiveness of the industry, and the technological innovation of the wind power industry on the one hand is to make greater breakthroughs in key technologies and major equipment, and on the other hand, it is to rely on information and intelligent technology to expand the new formats and new models of wind power. This requires enterprises to adhere to the technical research while promoting the intelligent and professional development of each link, constantly improve the efficiency and reliability of power generation, reduce the cost of electricity, and jointly improve product quality and product competitiveness.
However, Wang Zhongying, deputy director of the Energy Research Institute of the National Development and Reform Commission, said that although wind power can be affordable online, but want to really develop, play a major role in the energy supply structure, but also need to integrate with society, industry and people’s lives, so as to truly usher in a new era of wind power.
