At present, the development of the manufacturing industry is facing greater difficulties, in the short-term stabilization and recovery, medium and long-term upgrading and development, need to adjust the development of ideas to adapt to the new environment and requirements.
First, the development goal needs to be adjusted from scale expansion to quality growth.
China is already the world’s second largest economy and largest manufacturer, and the high growth of the past few decades can no longer be sustained.
The development goal of the manufacturing industry, which is based on the continued expansion of the scale, must be adjusted to the main goal of quality growth driven by more advanced development momentum. Among them, the quality growth of the manufacturing industry can be reflected in the high quality of elements, the high quality of processes and the high quality of outputs.
Second, the development path needs to shift from structural adjustment to building a highly resilient industrial system.
Over the past few decades, China has continuously tapped higher growth drivers through structural adjustment. In the new development stage, it is equally important to adjust the manufacturing stock and tap the increment.

Third, the construction of the industrial system needs to shift from emphasizing the change of proportion to the deep integration of industries.
In the context of a new round of scientific and technological revolution, the structural adjustment of the manufacturing industry should pay more attention to the integration and development of other industries, rather than the increase in the proportion of output value of some specific manufacturing sectors.
On the one hand, promote the deep integration of manufacturing industry and digital economy, and actively promote the application scenario innovation and pilot of digital technology in manufacturing industry; On the other hand, we will promote the deep integration of manufacturing and service industries, take advanced manufacturing and modern service industries as trigger points for innovation practice, and focus on supporting the deep integration of advanced manufacturing industries such as high-end equipment manufacturing and modern service industries such as software and information services, science and technology research and development, and science and technology services.
Fourth, market growth needs to shift from relying mainly on external demand to relying mainly on domestic demand.
Under the dual pressure of rising domestic factor prices and the participation of other developing countries in the global division of labor, the pattern of China’s economy and China’s manufacturing exports leading the “troika” must be changed.
On the supply side, it is necessary to increase the guidance and support for foreign trade manufacturing enterprises to switch to domestic sales, and gradually realize the transformation from “two ends outside” to “two ends inside”; On the demand side, we will implement the strategy of expanding domestic demand, stabilize basic consumption, boost upgraded consumption, expand emerging consumption, release the potential of consumption in key areas, and form new drivers of domestic demand for the development of the manufacturing industry.
Fifth, regional coordination needs to shift from focusing only on domestic layout adjustment to promoting global layout optimization.
In recent years, with the gap between the factor price represented by the labor force in the middle and western regions and the developed regions in the east narrowing, the situation of attracting investment in the middle and western regions has become increasingly severe. Policy “overdraft” investment has made some central and western cities in the industrial development at the same time, did not achieve the increase of fiscal revenue and the improvement of people’s livelihood, but also wasted precious land and capital resources.
The development of China’s manufacturing industry has reached a stage where it can and must be deployed globally. In the face of the pressure of anti-globalization and the confrontational policies of some countries against China, we should further open up, build a new framework with China’s participation, which is different from the developed countries that only used local cheap labor resources in the past, and maximize the bilateral or multilateral win-win international manufacturing division of labor, so as to promote the construction of a community of shared future for mankind.
