Overall planning to solve the recruitment difficulties
Although the “local New Year” has largely alleviated the problem of labor shortage and recruitment difficulties after the Spring Festival, overall, the problem of labor tension is still severe, especially for the manufacturing industry.

In fact, since the fourth quarter of last year, the employment gap has begun to enlarge.
According to the Ministry of Human Resources and Social Security’s ranking of the 100 occupations in which recruitment is more than job hunting in the fourth quarter of 2020, the number of gaps rose from 824,000 in the third quarter to 929,000, and the overall job-seeking ratio (the ratio of the number of recruitment needs to the number of job seekers) rose from 2.67 in the third quarter to 2.90, both of which are the highest in history.
Manufacturing, in particular, is under strain. Among the 25 new occupations listed above, 15 are directly related to manufacturing, accounting for 60%, such as “smelting engineering technicians”, “foundry workers”, “automotive engineering technicians” and “metal heat treatment workers”. Among the 34 occupations with increased shortages, 16 are directly related to manufacturing, accounting for 47.1%, such as “rebar workers”, “machine repair fitters” and “textile dyeing workers”.
In addition to the impact of factors such as the acceleration of the domestic economic recovery and the surge in overseas orders, the labor shortage will still be a serious problem from a longer dimension. According to the “Manufacturing Talent Development Planning Guide” jointly issued by the Ministry of Education, the Ministry of Human Resources and Social Security and the Ministry of Industry and Information Technology, the talent gap in the ten key areas of manufacturing will be close to 30 million in 2025.
“In recent years, the labor shortage has intensified, and the ‘snatch war’ has been staged constantly, resulting in a substantial increase in labor costs.” This will directly drag down the level of corporate profits and even weaken the global competitiveness of Chinese manufacturing.” A person in charge of a listed company in Jiangsu told the China Securities Journal reporter that in order to rob people, peer companies even started a price war. “You give me $10,000, I’ll give you $12,000. Some skilled workers have jumped back and forth, and their wages have risen by thousands of yuan.”
In the face of this situation, Hangzhou, Ningbo, Yiwu and other places launched a series of measures such as recruitment incentives, cloud recruitment meetings, and special trains to return to work. Many enterprises accelerate intelligent transformation and develop intelligent manufacturing by using cutting-edge technologies such as cloud computing, AI and 5G. Experts pointed out that from a longer term perspective, to solve the problem of labor shortage, it is necessary to carry out overall planning from the aspects of regional economy and industrial structure adjustment.
