Serve the national strategy, and deepen cross-regional cooperation in national high-tech zones
“Standing alone” and “outperforming” is not the positioning of national high-tech zones, in the face of new situations and new requirements, the implementation of national regional major strategies and regional coordinated development strategies, and “holding together” to lead industrial upgrading, is the meaning of national high-tech zones.
The seven national high-tech zones in Beijing-Tianjin-Hebei have jointly built a batch of trillion-level industrial clusters around industrial fields such as electronic information and biomedicine. The 36 national high-tech zones in the Yangtze River Delta have a bio-pharmaceutical industry scale of more than half of the country. The 14 national high-tech zones in the Guangdong-Hong Kong-Macao Greater Bay Area have spawned a batch of trillion-level industrial clusters such as advanced materials.
Recently, the Beijing-Tianjin-Hebei National High-tech Zone Alliance was officially established. Seven national high-tech zones and two provincial high-tech zones in the Beijing-Tianjin-Hebei region voluntarily initiated the establishment of the Beijing-Tianjin-Hebei National High-tech Zone Alliance. After its establishment, the national high-tech zones will give full play to their resource endowments and comparative advantages, promote the deep integration of the Beijing-Tianjin-Hebei innovation chain, industrial chain and supply chain, promote upstream, midstream and downstream connections, and integrate large, small and medium-sized enterprises, and jointly cultivate leading technology enterprises with core competitiveness and industrial clusters with world-class influence.
National high-tech zones in the Yangtze River Delta are frequently linked. Suzhou High-tech Zone deeply participates in the construction along the Shanghai-Nanjing Industrial Innovation Belt, and Suzhou Industrial Park accelerates the construction of high-level innovation platforms such as G60 Science and Technology corridor and Suzhou Laboratory; Hefei High-tech Zone takes the lead in the country to carry out the Yangtze River Delta “double creation coupon” universal exchange pilot, by the end of 2022, the partners have covered three provinces, one city and six districts, and the coupon Connect platform has settled 693 science and technology enterprises, issuing a total of 138 million yuan.
A set of data highlights the remarkable achievements of the development of the Yangtze River Delta High-tech zones: The output value of the integrated circuit industry of the Yangtze River Delta National High-tech Zone Alliance accounts for more than 40% of the total output value of China’s integrated circuit industry, and the scale of the biomedical industry of the 36 national high-tech zones in the Yangtze River Delta exceeds half of the country.
At the same time, the national high-tech zones have also played an important role in promoting coordinated regional development by strengthening east-West cooperation and North-South interaction through park co-construction, off-site incubation, and industrial chain coordination.

Shenzhen and Harbin High-tech Zone jointly build Shenzhen-Harbin industrial Park through the overall entrusted “enclave” mode, and “transplant with soil” Shenzhen policy to achieve a North-South win-win situation. Up to now, Shenha Park has successfully copied Shenzhen’s new industrial land and other 45 policies; A total of 395 enterprises have been registered, and the concentration of digital economy enterprises has reached more than 60%.
For another example, Shanghai Zhangjiang High-tech Zone and Lanzhou and Baiyin High-tech Zones explore new paths for scientific and technological cooperation between the East and the west through the “platform + service” model. Up to now, Lanzhou and Baiyin High-tech zones have gathered more than 200 biomedical enterprises of various types, with an output value of more than 20 billion yuan.
The relevant person in charge of the Ministry of Industry and Information Technology said that in the next step, the Ministry of Industry and Information Technology will promote the national high-tech zones to further serve the national strategic needs and deepen cross-regional cooperation. On the one hand, we will promote high-level collaborative innovation and industrial collaboration. Support national high-tech zones in promoting complementary advantages, resource sharing, project construction and policy interoperability through alliances and other means. On the other hand, we will support the establishment of a cross-regional collaborative innovation community and a demonstration platform for industrial transfer between the eastern National high-tech zones and the central, western and northeastern national high-tech zones. We will guide more national high-tech zones to radiate less developed areas to take the path of innovation-driven development through park co-construction, off-site incubation, and enclave economy.
