At the press conference of the National Development and Reform Commission on April 20, the official clarified the scope of “new infrastructure” for the first time, which includes three aspects: information infrastructure, integration infrastructure and innovation infrastructure.
The information infrastructure includes communication network infrastructure represented by 5G, Internet of Things, industrial Internet and satellite Internet, new technology infrastructure represented by artificial intelligence, cloud computing and blockchain, and computing power infrastructure represented by data centers and intelligent computing centers. The integrated infrastructure includes intelligent transportation infrastructure, intelligent energy infrastructure, etc. Innovation infrastructure includes major science and technology infrastructure, science and education infrastructure, industrial technology innovation infrastructure and so on.
SPER1B1C4 The NDRC pointed out that the connotation and extension of new infrastructure are not unchanged, and the top-level design will be strengthened in the future. We will study and issue guidelines to promote the development of new infrastructure, and speed up the construction of 5G networks to advance the deployment of innovative infrastructure.
The “New Infrastructure” development White Paper recently released by the CCID think tank of the Ministry of Industry and Information Technology pointed out that the construction of new infrastructure has a wide range of content and huge investment space, but the construction of “new infrastructure” needs to pay attention to social capital investment, avoid large-scale government investment, be demand-oriented, and do not engage in flood irrigation; In implementation, it is necessary to plan the long-term development roadmap and annual investment plan of new infrastructure according to strategic planning and market application needs, prevent “rushing forward” and repetitive construction, and avoid short-term investment bubbles.
Covering three major areas, the investment space is huge
SPER1B1C4 Since the outbreak of the novel coronavirus, China’s top leadership has paid significantly more attention to new infrastructure. On March 4, the Standing Committee of the Political Bureau of the CPC Central Committee held a meeting and clearly emphasized accelerating the construction of new infrastructure such as 5G networks and data centers.
Since then, CCTV has listed seven major areas of “new infrastructure” : 5G infrastructure, ultra-high voltage, intercity high-speed railways and urban rail transit, new energy vehicle charging piles, big data centers, artificial intelligence, and industrial Internet.
At the press conference on April 20, Wu Hao, director of the Innovation and High-tech Development Department of the National Development and Reform Commission, introduced that the new infrastructure is an infrastructure system that is guided by the new development concept, driven by technological innovation, based on information networks, and oriented to the needs of high-quality development, providing digital transformation, intelligent upgrading, integrated innovation and other services.
He pointed out that at present, the new infrastructure mainly includes three aspects:
One is information infrastructure. It mainly refers to the infrastructure generated based on the evolution of a new generation of information technology, such as the communication network infrastructure represented by 5G, the Internet of Things, the industrial Internet, and the satellite Internet, the new technology infrastructure represented by artificial intelligence, cloud computing, and blockchain, and the computing power infrastructure represented by data centers and intelligent computing centers.
SPER1B1C4 The second is the integration of infrastructure. It mainly refers to the deep application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and then the formation of integrated infrastructure, such as intelligent transportation infrastructure, smart energy infrastructure and so on.
Third, innovation infrastructure. It mainly refers to the infrastructure that supports scientific research, technological development, and product development with public welfare attributes, such as major scientific and technological infrastructure, science and education infrastructure, and industrial technological innovation infrastructure.
“Along with the technological revolution and industrial transformation, the connotation and extension of new infrastructure are not unchanged, and we will continue to track and study.” Wu Hao said.
He said that in recent years, China’s new infrastructure construction has achieved obvious results, and its supporting role in high-quality development is being released at a faster pace.
SPER1B1C4 From the perspective of information infrastructure, high-speed optical fiber has covered all cities, towns and more than 99 percent of the country’s administrative villages, and 4G network users have exceeded 1.2 billion, which has made leapfrog development and progress.
From the perspective of integrated infrastructure, the construction path of smart cities is more clear, and information technology actively enables fine management of cities and plays an increasingly prominent role in promoting transformation and upgrading.
From the perspective of innovation infrastructure, the National Development and Reform Commission has arranged the construction of 55 national major science and technology infrastructure, playing a leading role in scientific and technological innovation and economic development, and strongly supporting science and technology research.
The “New Infrastructure” development White Paper obtained by the 21st Century Business Herald from the Ministry of Industry and Information Technology’s Saidi think Tank pointed out that the “new infrastructure” is corresponding to the traditional “Tiegong base”, combined with the characteristics of a new round of scientific and technological revolution and industrial change, and faces the national strategic needs. Strategic and network infrastructure with multiplier effect that provides underlying support for innovative, coordinated, green, open and shared development of the economy and society.
The white paper pointed out that the seven areas listed by the central media are one of the important contents of the “new infrastructure”, and a detailed analysis of the construction content and investment space of the “new infrastructure” in the seven areas.
