The draft proposes that the Foshan manufacturing innovation Center should meet the major needs of the innovation and development of the city’s manufacturing industry, highlight the orientation of collaborative innovation, and aim at the R & D supply, transfer and diffusion of key common technologies in key areas and the first commercialization. According to the draft, the municipal manufacturing innovation center should be an enterprise legal person form, take the “company + alliance” and other modes of operation, and the total establishment capital of the innovation center (including research and development equipment) is not less than 20 million yuan. The shareholders of the supporting company of the municipal manufacturing innovation center shall include a number of enterprises ranked in the field (referring to the top ten enterprises in the country, or the top ten enterprises in the province, or the top five enterprises in the city).

In addition, the municipal manufacturing innovation center should rely on the company’s fixed R & D team, and the proportion of scientific and technological personnel engaged in R & D and related technological innovation activities is not less than 50% of the total number of employees of the enterprise. The total annual R&D expenses of the innovation center shall account for no less than 30% of the total cost expenses.
