Reduce logistics and warehousing costs:
· Improve the digitalization capability in the logistics field, encourage Shanghai’s card-collecting vehicles to access the network freight platform, and form an operation mode of “making drivers wait less and goods move fast”. Improve the level of pier intelligence, and comprehensively promote the wisdom of waterway management.
·A6500-UM Strengthen the logistics and warehousing guarantee, and encourage the renovation and expansion of high-standard logistics warehouses in light of the situation that some inefficient logistics and warehousing in the suburbs are “old and small”. Before closing the logistics warehouse, it is necessary to do a good job of connecting the logistics and warehousing needs of industrial enterprises.
Increase fiscal and tax policy support:
· Implement preferential tax policies, including 5% VAT deduction for advanced manufacturing enterprises in high-tech enterprises, and additional deduction for R&D expenses and VAT deduction for integrated circuit and industrial mother-machine enterprises.
· Reduce the tax burden of industrial enterprises, and apply for urban land use tax relief for small and medium-sized enterprises that have incurred losses and are identified as conforming to the industrial development direction of Shanghai. We will study and formulate real estate tax relief policies to support advanced manufacturing enterprises.
· Improve enterprises’ sense of obtaining preferential policies, simplify the application process and materials of preferential policies, and promote the application of “free to enjoy” in the payment of preferential policies. We will strengthen the rectification of illegal fees charged by enterprises, and investigate and punish illegal fees in accordance with the law. Standardize policies to apply for intermediary services, and guide enterprises to declare preferential policies on their own.
Strengthen corporate services:
·A6500-UM Standardize the inspection of administrative law enforcement related to enterprises, propose to divide the inspection of administrative law enforcement into urgent matters and non-urgent matters, pilot the establishment of AEO (Certified operator) system in the non-urgent matters in the industrial field, and implement inspection exemption and graded inspection. We will introduce a standard system for administrative law enforcement inspection, and promote the application of the “inspection code” relying on the “Shanghai Unified Comprehensive Law Enforcement System”.
· To reduce the regulatory costs borne by enterprises, it is required not to transfer the regulatory costs to enterprises on the government side, and not to use third-party reports as a precondition for administrative licensing.
· Regulate the charging behavior of service agencies, and do not convert cancelled administrative approval items into third-party charging services. We will set up monitoring points for enterprise-related charges in key industrial enterprises, and promptly detect and investigate unfair pricing behaviors of third-party institutions in accordance with the law.
The measures will take effect from the date of publication until 31 December 2027.
