In recent years, influenced by the geopolitical and epidemic factors, our country, including the automotive industry, communications equipment manufacturing industry, advanced manufacturing, artificial intelligence application, special electronics industry and part of consumer electronics industry, there are shortages of integrated circuits and core components, and the key chips and components phenomenon. It has seriously affected the normal operation and high quality development of related industries, and some of the key technologies and product supply problems have not been satisfactorily solved.

In order to strengthen the development of the basic electronic components industry, the Ministry of Industry and Information Technology issued the Action Plan for the Development of the Basic Electronic Components Industry (2021-2023) in 2021, and established a coordination mechanism to promote its effective implementation. In 2022, the National Development and Reform Commission and the Ministry of Commerce issued relevant documents to support the use of market-oriented operations to promote the trading services of electronic components and integrated circuits, and promote the convergence and cluster development of upstream and downstream supply chains and industrial chains.
