First, improve the content of energy conservation supervision, highlighting the supervision of key energy-using enterprises. In 2016, the “Measures for the Management of Industrial Energy Conservation” (Ministry of Industry and Information Technology Decree No. 33) clarified five energy-saving monitoring contents. On this basis, the “Measures” adhere to the problem-oriented, adjust and supplement the content of energy conservation monitoring to 8 items, focusing on consolidating the energy measurement management of enterprises, energy consumption statistics and energy utilization analysis, establishing the responsibility system for energy conservation goals, energy conservation publicity and education and post technical training and other basic energy conservation management work. At the same time, the “Measures” continue to increase the energy conservation supervision of key energy-using enterprises, and clearly implement the “8+6” energy conservation supervision model, that is, in addition to the eight contents, the completion of the annual industrial energy conservation target, the implementation of the establishment of energy management posts and the appointment and training system of energy management leaders and other monitoring content. The above adjustments and supplements can be seen that the Measures put forward systematic, comprehensive and more stringent energy-saving requirements for the main body of industrial energy use.
The second is to standardize energy conservation supervision and protect the rights and interests of enterprises under supervision. The Measures emphasize the contents of on-site supervision that should be implemented, the measures that can be taken by on-site supervision, the principle that the same supervision matters of the same supervised unit in the same year shall not be repeated, and that in the process of implementing energy-saving supervision, the production, operation and work order of the supervised unit shall be maintained, and the commercial secrets of the supervised unit shall not be disclosed. No one shall take advantage of his position to illegally seek profits, and no one shall charge the supervised units or charge disguised charges when conducting industrial energy conservation supervision.
Third, innovate energy-saving monitoring methods and continuously improve the efficiency of energy-saving monitoring. From the traditional on-site supervision and written supervision methods, to encourage the use of information means to carry out supervision where conditions exist. At the same time, it is allowed to hire third-party institutions or experts to provide technical support, and to carry out work under the organization and supervision of the competent departments of industry and information technology at all levels or the energy conservation supervision agencies entrusted by them. The expansion and innovation of supervision methods can effectively improve the efficiency of industrial energy conservation supervision and reduce the burden on enterprises.
04 Accurately grasp the work requirements of industrial energy conservation supervision
First, we will enhance our monitoring capacity. It is clear that the competent departments of industry and information technology in all regions should strengthen the capacity building of industrial energy conservation supervision, clarify the division of tasks in energy conservation supervision, strengthen the business guidance to lower-level energy conservation supervision institutions, regularly carry out business training, and improve the professional quality and professional ability of energy conservation supervision personnel.
Second, we will standardize supervision. It is clear that the competent departments of industry and information technology in all regions shall, in accordance with the relevant requirements of the “Measures” and administrative law enforcement, formulate an annual work plan for industrial energy conservation supervision, organize and carry out industrial energy conservation supervision, and in principle shall not repeat supervision of the same supervision content of the supervision object in the same year, shall not charge any fees to the supervision object, and shall not disclose the commercial secrets of the supervision object.
The third is to strengthen the use of results. It is stressed that the competent departments of industry and information technology in all regions should strengthen the supervision of energy conservation, seriously investigate and punish illegal energy use in accordance with the law, and comprehensively use administrative penalties, ladder electricity prices and other means to strengthen the binding force of industrial energy conservation supervision. At the same time, it is necessary to combine guidance services with law enforcement supervision, take the initiative to publicize energy conservation laws, regulations and policy requirements to the objects of supervision, and guide and help the objects of supervision to put forward suggestions on the lawful and rational use of energy.
The “14th Five-Year Plan” period is a key period and window period for China to respond to climate change and achieve the goal of peaking carbon, and it is also a key five years for the industry to achieve green and low-carbon transformation and development. Chongqing will continue to promote the improvement of energy conservation monitoring capacity, accelerate the information construction of energy conservation monitoring, and make full use of the existing online monitoring platform for key energy use units. Expand the implementation of energy-saving monitoring online full process operation, historical monitoring and enterprise energy use online inquiry, industry energy efficiency level statistical analysis, law enforcement personnel and key energy use enterprise energy management positions online management functions, to achieve urban energy conservation monitoring agencies to share data and information, promote industrial energy conservation monitoring work to a new level. At the same time, it will comprehensively use energy-saving supervision and law enforcement, energy-saving diagnostic services, energy-saving technology promotion and other means to actively promote industrial energy conservation and energy efficiency improvement, and promote green and high-quality industrial development.
