On October 24, 2021, the “Opinions of the CPC Central Committee and The State Council on Fully and Accurately Implementing the New Development Concept and Doing a good job of carbon Peak Carbon neutrality” and the “Notice of The State Council on Issuing the Action Plan for Carbon Peak before 2030” were officially issued, carrying out the top-level design of the “dual carbon” work at the national level. Since then, the “double carbon” action plans in various fields have been introduced, the “double carbon” and “1+N” policy system has been continuously improved, and the policy measures for the training of “double carbon” scientific and technological personnel have been continuously optimized.
On April 24, 2022, the Ministry of Education issued the “Work Plan for Strengthening the Construction of the Carbon Peak Carbon Neutral Higher Education Talent Training System”, which clarified 22 main tasks and key measures in nine aspects, including accelerating the training of talents in short supply, promoting the transformation and upgrading of traditional majors, and strengthening the construction of high-level teachers. On August 17 of the same year, the Ministry of Science and Technology and nine other departments issued the Implementation Plan for Supporting Carbon Peak Carbon Neutrality by Science and Technology (2022-2030), proposing to promote the construction of a national green and low-carbon innovation base and personnel training, and cultivate and develop strategic scientists, leading scientific and technological talents and innovation teams, young talents and innovative and entrepreneurial talents in the field of carbon peak carbon neutrality. Building a sustainable workforce oriented towards the goal of achieving carbon peak carbon neutrality.
“For the cultivation of ‘double carbon’ talents, our country is constantly optimizing the cultivation of ‘double carbon’ science and technology talents under the ‘double carbon’ and ‘1+N’ policy system, and the top-level design is already relatively sound.” Niu Ping introduced, but in the “double carbon” work implementation plan and planning formulated by provincial, regional and county government departments at all levels, although the “double carbon” talent training has been mentioned, there is still a lack of special policies on “double carbon” talents and a lack of more specific implementation measures.
In Niu Ping’s view, the key step in “double carbon” talent training is to change the concept. From scientific research talents to industrial talents, they all need to set up the concept of “carbon”, improve their own “double carbon” literacy, and let the “double carbon” concept first. In particular, government departments at all levels can create a good ecological environment for the emergence of all kinds of “double carbon” talents by carrying out actions to enhance the “double carbon” literacy of scientific and technological talents.
In the future, facing the training needs of “dual carbon” scientific and technological talents, Niu Ping suggested that a dynamic monitoring mechanism for global high-level talents in key areas of “dual carbon” should be established to provide decision-making reference for the targeted introduction and independent training of “dual carbon” scientific and technological talents. Strengthen the training of compound science and technology talents who meet the “double carbon” standard, and expand China’s influence on the international standard platform.
