For some large enterprises, especially the leading segments of the industry, transformation and upgrading are imminent, and they begin to take the initiative to implement transformation, while other enterprises are in the passive transformation stage. According to the “2019 Jinan Enterprise Digital Transformation Development Survey Report”, the biggest challenges encountered by Jinan enterprises in digital transformation are the lack of strategic planning, lack of concept cognition and lack of experience and skills.

The transformation of old and new momentum has come to a critical stage, and Jinan realizes that although the industrial foundation is strong, in order to make more “old trees” of traditional industries grow new buds and bear new fruits, it is necessary to plan the transformation strategy from the top design first, so that the soil of transformation and upgrading is more fertile.

In 2020, Jinan took the lead in accelerating the construction of industrial Internet in Shandong Province, and introduced the Action Plan for Industrial Internet Innovation and Development (2020-2022), focusing on the six integrated development tasks of industrial Internet ecological supply, systematic application, integrated empowerment, cloud platform, three-dimensional security, and all-round service. A number of actions were carried out to upgrade infrastructure and cultivate platform systems.

These 12 characters also set off the development of Jinan’s industrial Internet industry.

After the introduction of the “Jinan Industrial Internet Innovation and Development Action Plan (2020-2022)”, Jinan has formed a set of whole-process policy guidance maps such as pilot demonstration policies, application policies, and hand-in-hand policies around the actual needs of industrial Internet development. In 2021, Jinan established the Jinan Industrial Internet Service Provider Alliance, attracting hardware, platform, and application enterprises to settle in Jinan, and promoting the “industrial Internet” as a tool to truly become a “sword” for industrial transformation and upgrading.

While giving policy guidance to relevant enterprises and projects, Jinan is sparing no effort to help with real money and silver. Jinan takes out no less than 100 million yuan of financial funds every year to support the development of the industrial Internet, and eight types of Internet projects can be funded, involving industrial Internet platforms and other fields, with the minimum funding amount of 100,000 yuan and the maximum funding amount of 20 million yuan.
