The Publicity Department of the Central Committee of the Communist Party of China held a series of themed press conferences on June 14, and Xin Guobin, Vice minister of the Ministry of Industry and Information Technology, introduced that from 2012 to 2021, calculated at constant prices, the average annual growth of industrial added value is 6.3%, the comprehensive strength and international influence of the manufacturing industry have been greatly improved, and the production and sales of new energy vehicles have ranked first in the world for seven consecutive years. In the field of information technology, China has built the world’s largest and most technologically advanced network infrastructure.
From 2012 to 2021, China’s industrial added value increased from 20.9 trillion yuan to 37.3 trillion yuan, an average annual growth of 6.3 percent. Among them, the added value of the manufacturing industry increased from 16.98 trillion yuan to 31.4 trillion yuan, and its global share increased from 22.5% to nearly 30%. Xin Guobin said: “Among 500 major industrial products, the output of more than 40% of our products ranks first in the world. The complete advantages of the industrial system have been further consolidated, with 41 industrial categories, 207 industrial medium categories and 666 industrial sub-categories. The resilience and competitiveness of the industrial chain and supply chain have continued to improve, effectively enhancing the ability of the Chinese economy to cope with external shocks.”
In the past ten years, China has focused on cultivating high-quality enterprises, and a large number of leading enterprises have come to the fore. The number of industrial enterprises listed in the world’s top 500 enterprises has reached 73, the asset scale of industrial enterprises above designated size has doubled, and more than 40,000 specialized and special small and medium-sized enterprises, 4,762 small giant enterprises, and 848 manufacturing champion enterprises have been cultivated. For the development of small and medium-sized enterprises, Xu Xiaolan, Vice minister of the Ministry of Industry and Information Technology, also introduced: “By the end of 2021, the number of enterprises in the country reached 48.42 million, an increase of 1.7 times, of which more than 99% are small and medium-sized enterprises. In the industrial sector, the number of small and medium-sized industrial enterprises above designated size in China reached 400,000, their operating income exceeded 75 trillion yuan, and their total profit reached 4.7 trillion yuan, an increase of 23.5 percent, 38.7 percent and 37.1 percent, respectively, over 2012.”
In terms of industry, over the past decade, the pace of transformation and upgrading of traditional industries has accelerated, and digital and green transformation has been comprehensively promoted. Service robots, smart wearable equipment and other products are growing strongly, and the production and sales of new energy vehicles have topped the world for seven consecutive years. For the follow-up development of the new energy automobile industry, Xin Guobin revealed: “It is necessary to study and clarify the continuation policy of new energy vehicle purchase tax incentives as soon as possible, this policy is to end by the end of this year, and is now studying whether to continue this policy with relevant departments.” At the same time, we will also optimize the ‘double points’ management method, increase breakthroughs in new system batteries, vehicle operating systems, etc., and start the pilot city of comprehensive electric vehicles in the public domain.”
The information and communication industry has achieved iterative leaps over the past ten years. China has built the world’s largest and technologically advanced network infrastructure, and the access bandwidth of optical networks has grown exponentially from 10 to 100 megabits and then to gigabits. The mobile network has achieved 3G breakthrough, 4G synchronization, and 5G leading leap. Han Xia, chief engineer of the Ministry of Industry and Information Technology, said: “The historic completion of the ‘light into copper back’ transformation project, all prefecture-level cities fully built optical network cities, 100 Mbit and above access rate users from scratch, accounting for 93.4%, gigabit users exceeded 50 million.” The scale of 4G base stations accounted for more than half of the world’s total, the number of 5G base stations reached 1.615 million, and the number of 5G mobile phone users exceeded 400 million.”
From 2012 to 2021, the scale of China’s electronic information manufacturing industry increased from 10.7 trillion yuan to 14.1 trillion yuan, and the scale of the software industry increased from 2.5 trillion yuan to 9.5 trillion yuan, both ranking in the forefront of various industries in the national economy, and building a strong “soul” and “foundation” has achieved remarkable results. Taking integrated circuits as an example, Xu Xiaolan said: “In recent years, with the joint efforts of domestic and foreign-funded enterprises, the industrial scale of China’s integrated circuits has been growing, and the industrial technological innovation ability has been greatly enhanced, and the industry-wide sales in 2021 have exceeded one trillion yuan for the first time.” The compound growth rate from 2018 to 2021 is 17%, more than three times the global growth rate over the same period.”
