Some media asked: What work has been done in opening up and international exchanges and cooperation in the manufacturing sector this year? What are the next steps to continue to promote the high-level opening up of the manufacturing industry?
Wang Hong, deputy director of the first Department of Equipment Industry of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology should focus on three aspects of work:
First, attracting and utilizing foreign investment with high quality. We will implement the Opinions of The State Council on Further Optimizing the Foreign Investment Environment and Increasing Efforts to Attract Foreign Investment, well implement the Policies and Measures to Promote the Expansion of Foreign Investment, Stabilize Stock and Improve Quality with the focus on Manufacturing, and work with relevant departments to actively create a market-oriented, law-based and internationalized first-class business environment. To promote the full opening up of the general manufacturing sector, and the negative list of manufacturing items in the pilot free trade zone has been completely eliminated; We will support foreign-funded enterprises in increasing their investment in China, expand channels for attracting foreign investment, and effectively guarantee their national treatment. We will make good use of the “through train”, “Green channel” and other coordinated service guarantee mechanisms of ministries and provinces to support the implementation of key foreign investment projects and increase the confidence of foreign investors in China. We will implement the Catalogue of Industries to Encourage Foreign Investment (2022 Edition), guide foreign investment in advanced manufacturing, new and high technologies, energy conservation, environmental protection and other fields, and invest in the central and western regions and northeast China, and earnestly improve the quality of foreign investment utilization.
Second, we will expand import and export of key products. On the one hand, we organize industry institutions to establish information sharing service platforms such as overseas policies, regulations and standards, and fully understand the dynamic changes of regulations and policies in overseas markets by relying on overseas development alliances and industry service platforms. We will strengthen coordination in the formulation of international standards and regulations, and promote the unification of testing and certification standards with major export destination countries, so that Chinese enterprises and products can better “go global”. At present, the export of “new three things” such as new energy vehicles, lithium-ion batteries, and solar cells is continuing to release new momentum for foreign trade. On the other hand, international forums and exhibitions such as the China International Small and Medium-sized Enterprises Expo and the World Robot Conference have been held, inviting top enterprises and entrepreneurs from around the world to display and exchange their latest technologies and products in China, providing an important platform and carrier for countries to expand their exports to China.
Third, deepen international cooperation on industrial and supply chains. We will actively promote multilateral and bilateral cooperation, deepen economic and trade cooperation under the Belt and Road Initiative, improve industrial dialogue mechanisms with relevant countries and regions, and improve policy information communication channels. In key areas such as new energy vehicles and smart connected vehicles, China will promote cooperation and exchanges with the EU, ASEAN and other regions. We encourage domestic enterprises to do a number of international production capacity and equipment manufacturing cooperation projects, actively integrate into the global industrial chain and supply chain, and jointly maintain the stability of the global industrial chain and supply chain.
Wang Hong revealed that in the next step, we will continue to firmly pursue the opening-up strategy of mutual benefit and win-win results, and focus on responsibilities to continue to promote the high-level opening up of the manufacturing industry. First, we will further increase efforts to attract foreign investment, actively create a market-oriented, law-based and international business environment, and continue to improve the quality of foreign investment utilization. Second, we will further build platforms for foreign cooperation and exchanges, improve coordination mechanisms and dialogue channels, strengthen policy alignment and exchange of information standards, and promote the import and export of key products. Third, further deepen foreign economic and trade relations, encourage domestic enterprises to strengthen international cooperation through key projects, and take concrete actions to maintain the security and stability of the global industrial chain and supply chain.
