The 2023 World Manufacturing Conference opened in Hefei, Anhui province, on Sept 20. Wang Yong, Vice Chairman of the CPPCC National Committee, Han Jun, Secretary of the Anhui Provincial Party Committee, and Xin Guobin, member of the Party Leading Group and vice minister of the Ministry of Industry and Information Technology attended and addressed the opening ceremony of the conference. Wang Qingxian, Deputy Secretary of Anhui Provincial Committee and Governor, presided over the opening ceremony.

Since the beginning of this year, all regions and departments have earnestly implemented a package of policies to stabilize the economy and promote the recovery of the manufacturing industry, which has provided strong support for stabilizing the Chinese economy and made important contributions to the recovery of the world economy. In the first half of this year, the value added of manufacturing accounted for 27.8 per cent of GDP. In the first eight months of this year, the added value of the manufacturing industry above designated size increased by 4.3% year-on-year, and investment in the manufacturing industry and high-tech manufacturing industry increased by 5.9% and 11.3% respectively. The production and sales of new energy vehicles were 5.434 million and 5.374 million, up 36.9% and 39.2%, respectively.

Xin Guobin said that the high-quality development of the manufacturing industry is the top priority of high-quality economic development, and it is necessary to firmly build the manufacturing industry and promote the high-end, intelligent and green development of the manufacturing industry. We will maintain steady growth of the industrial economy, implement the work plan for steady growth of ten key industries, carry out technological upgrading projects in the manufacturing sector, and actively increase effective investment in the manufacturing sector. We will promote the optimization and upgrading of the industrial system, coordinate the development of traditional, competitive, emerging and future industries, accelerate the upgrading of the industrial base and the modernization of industrial chains, and foster a number of internationally competitive advanced manufacturing clusters. We will improve the industrial science and technology innovation system, accelerate the construction of a number of pilot test verification platforms, and accelerate the engineering and industrialization of scientific and technological achievements.

We will vigorously promote the integration of data and reality, support the digital transformation of the manufacturing industry, strengthen the construction and application of digital infrastructure, and promote digital technology innovation and industrial development. We will speed up the green and low-carbon transformation, strengthen the green transformation of key industries, build a number of green factories and green industrial parks, and steadily promote carbon reduction and emission reduction in industrial sectors. We will build world-class enterprises, cultivate a group of leading enterprises with international competitiveness, create a group of specialized “little giant” enterprises and individual champion enterprises, deepen international cooperation in the industrial chain and supply chain, and create a market-oriented, law-based and internationalized first-class business environment.

In the meantime, Xin Guobin attended the 2023 China Top 500 Enterprises Summit Forum and delivered a speech. He said that the Party Central Committee and The State Council attach great importance to the creation of world-class enterprises, to complete, accurate and comprehensive implementation of the new development concept, in-depth implementation of the “Fourteenth Five-Year Plan” series of industrial and information technology, and constantly improve the system, improve policies, optimize services, promote the strength and competitiveness of manufacturing enterprises continue to increase, and speed up the ranks of the world’s first-class. It will provide strong support for promoting new industrialization, building a modern industrial system, and promoting high-quality development.

At the meeting, the Ministry of Industry and Information Technology and the People’s Government of Anhui Province signed a memorandum of cooperation to further jointly promote the high-quality development of China Sound Valley.
