The Cyberspace Administration of the CPC Central Committee released a global artificial intelligence governance initiative on Thursday. The initiative clearly states that the development of AI should adhere to the principles of mutual respect, equality and mutual benefit, and that all countries, big or small, strong or weak, and regardless of their social system, have the right to equal development and utilization of AI.
The initiative pointed out that artificial intelligence is a new field of human development. At present, the rapid development of global artificial intelligence technology has had a profound impact on economic and social development and human civilization progress, and brought huge opportunities to the world. At the same time, artificial intelligence technology also brings unpredictable risks and complex challenges. Ai governance has a bearing on the fate of all mankind and is a common task facing all countries in the world. In the context of multiple challenges to world peace and development, all countries should uphold the concept of common, comprehensive, cooperative and sustainable security, adhere to the principle of placing equal emphasis on development and security, build consensus through dialogue and cooperation, build an open, just and effective governance mechanism, promote AI technology to benefit mankind, and promote the building of a community with a shared future for mankind.
The detailed rules of the initiative include: the development of artificial intelligence should adhere to the “people-oriented” concept, and use artificial intelligence to help sustainable development; When providing artificial intelligence products and services to other countries, it shall respect the sovereignty of other countries, strictly abide by the laws of other countries, and accept the jurisdiction of other countries’ laws; The development of artificial intelligence should adhere to the purpose of “intelligence for good”, and all countries, especially major powers, should adopt a prudent and responsible attitude towards the research and development and use of artificial intelligence technology in the military field. The development of AI should follow the principle of mutual respect, equality and mutual benefit. All countries, big or small, strong or weak, and regardless of their social system, have the right to develop and utilize AI on an equal footing. Promote the establishment of risk rating test and evaluation system; Gradually establish and improve laws and regulations; Adhere to the principle of fairness and non-discrimination; Adhere to ethics first, establish and improve artificial intelligence ethical standards, norms and accountability mechanisms; Adhere to the principle of broad participation, consensus and gradual progress, closely follow technological developments, carry out risk assessment and policy communication, and share best practices; Actively develop the development and application of relevant technologies for AI governance, support the use of AI technology to prevent AI risks, and improve the technical ability of AI governance; Enhance the representation and voice of developing countries in AI global governance, ensure equal rights, equal opportunities, and equal rules for AI development and governance of all countries, carry out international cooperation and assistance for developing countries, and constantly bridge the intelligence gap and governance capacity gap.
The initiative proposes that countries should strengthen information exchange and technical cooperation in artificial intelligence governance, jointly prevent risks, form a broad consensus on artificial intelligence governance framework and standards, and constantly improve the safety, reliability, controllability and fairness of artificial intelligence technology. We welcome all parties, including governments, international organizations, enterprises, research institutions, non-governmental institutions and individual citizens, to uphold the concept of extensive consultation, joint contribution and shared benefits and jointly promote AI governance.
