First, What is the background of the introduction of the Guidelines?
The Party Central Committee and The State Council attach great importance to future industrial development. Humanoid robots integrate advanced technologies such as artificial intelligence, high-end manufacturing, and new materials, and are expected to become disruptive products after computers, smartphones, and new energy vehicles, with great development potential and wide application prospects, and are the new track of future industries. China’s humanoid robot industry has a certain foundation in the early stage, but there are still shortcomings in key basic components, operating systems, machine products, leading enterprises and industrial ecology, etc. It is necessary to strengthen policy guidance, gather resources to promote key technological innovation, and cultivate and form new quality productivity. In order to promote the high-quality development of the humanoid robot industry, enable new industrialization at a high level, and effectively support the construction of a modern industrial system, the Ministry of Industry and Information Technology issued the “Guiding Opinions”.
2. What are the objectives of the Guiding Opinions?
The “Guiding Opinions” have made strategic deployment according to the time arrangement of planning for three years and looking forward to five years.
By 2025, the humanoid robot innovation system will be initially established, and a number of key technologies such as “brain, cerebellum, and limb” will make breakthroughs to ensure the safe and effective supply of core components. The whole machine products have reached the international advanced level, and achieved mass production, and have been demonstrated and applied in special, manufacturing, people’s livelihood services and other scenarios, and an effective governance mechanism and means have been explored. Cultivate 2-3 ecological enterprises with global influence and a group of specialized new small and medium-sized enterprises, build 2-3 industrial development agglomeration areas, incubate and develop a group of new businesses, new models and new business forms.
By 2027, the innovation capability of humanoid robot technology will be significantly improved, a safe and reliable industrial chain supply chain system will be formed, an internationally competitive industrial ecology will be built, and the comprehensive strength will reach the world’s advanced level. The industry has accelerated to achieve large-scale development, the application scenarios are more abundant, and relevant products are deeply integrated into the real economy, becoming an important new engine of economic growth.
3. What is the main content of the Guiding Opinions?
The Guidelines deploy five tasks: in terms of key technological breakthroughs, build humanoid robots “brain” and “cerebellum”, break through “limb” key technologies, and improve the technological innovation system. In terms of product cultivation, we build whole machine products, consolidate basic components, and promote software innovation. In terms of scene expansion, it serves the needs of special fields, creates typical scenes of manufacturing, and accelerates the promotion of people’s livelihood and key industries. In terms of ecological construction, we will cultivate high-quality enterprises, improve innovation carriers and open source environments, and promote the development of industrial clusters. In terms of supporting capacity, improve the industry standard system, improve the inspection and testing and pilot test verification capabilities, and strengthen the security governance capabilities.
The “Guiding Opinions” also set up three columns, including key technology research, key products and components research, and expanded scenario application, in combination with task arrangements to ensure that all tasks are implemented.
