Key enterprises grew at a faster pace
The key enterprises have accelerated their growth, and the agglomeration benefits continue to appear. Under the strong guidance and support of the state, the domestic backbone enterprises have accelerated their growth and significantly enhanced their market competitiveness. Among the third and fourth batch of specialized new “little giant” enterprises announced by the Ministry of Industry and Information Technology, there are 227 robot-related enterprises; In the sixth and seventh batches of manufacturing individual champions, six robot companies are included.
Characteristic industrial clusters are developing well. Various localities have issued relevant policy documents to support the development of local robot industrial clusters. At present, Shenzhen Robot Industrial Cluster, Songshan Lake International Robot Industrial Base, Shanghai Zhangjiang Robot Industrial Park, Changzhou Robot and Intelligent Equipment Industrial Park, Suzhou Wuzhong Robot Industrial Park, Wuhu Robot Industrial Park and other good momentum of development.
In terms of policy implementation, we will increase fiscal, tax and financial support. The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance and other relevant government departments have allocated special funds to support a number of major projects. Optimize and improve the insurance compensation policy for the first major technical equipment (set), continue to carry out government procurement to support the first pilot (set), and promote the application of robots; Implement the tax deduction policy for R&D expenses, and strengthen the research on government procurement policies to promote the innovative application of robots; Play the role of the national industry and finance cooperation platform, improve the robot industry enterprise label, including related enterprises into the warehouse, as of May 10, 2023, the platform has a total of 348 related enterprises in the field of robots, a total of 105 enterprises to support enterprises, helping enterprises to raise 4.617 billion yuan.
With the support of the policy, a good business environment has been created. Since the “14th Five-Year Plan”, the Ministry of Industry and Information Technology has organized the revision of the “Industrial robot Industry Standard Conditions”, increased the implementation and acceptance of credit, and guided the healthy development of enterprises. To guide enterprises to strengthen intellectual property protection, the Circular on Several Measures for Intellectual Property to Help the Innovation and Development of Specialized and Special Small and Medium-sized Enterprises was issued, and the training of “Manufacturing Intellectual Property Class” was carried out to enhance the awareness and ability of enterprises to protect intellectual property rights, and more than 2,000 people were trained in 2022.
Metrics and tasks remain the same
The assessment report shows that the complex and volatile international situation has brought current uncertainties, economic globalization has encountered countercurrents, the game between major countries has become increasingly fierce, and the world has entered a new period of turbulence and change.
Global economic recovery has slowed down and external demand growth remains sluggish. In the April 2023 World Economic Outlook report, the International Monetary Fund (IMF) showed that the global economic growth in 2023 fell to 2.8%, 0.4 percentage points lower than the forecast value in October 2022; In its Global Economic Prospects Report released in June 2023, the World Bank predicted that global economic growth would decline from 3.1% in 2022 to 2.1% in 2023, with the growth rate of advanced economies expected to decline from 2.6% to 0.7%. Growth in emerging market and developing economies excluding China is expected to slow to 2.9% from 4.1%. In the context of the weak global economic recovery, the robot market demand has declined, and the development of the robot industry is bound to be restricted and affected.
Although various factors have had a certain impact on the implementation of the “14th Five-Year Plan” for the development of the robot industry and the development of the robot industry, on the whole, with the joint efforts of all parties in China, the tasks have been steadily promoted and remarkable results have been achieved. It is believed that under the strong leadership of the Government, all tasks will be successfully completed and the set objectives will be achieved. As such, the assessment report considers that no adjustment is required to the indicators and tasks.
