Since the outbreak of a new round of epidemic, the production and operation of China’s manufacturing enterprises have been greatly affected, in this regard, Tao Qing, deputy director of the Operation Monitoring and Coordination Bureau of the Ministry of Industry and Information Technology, pointed out at the meeting that since mid-late March, affected by a new round of epidemic and changes in the external environment and other unexpected factors, the downward pressure on the industrial economy has continued to increase. The value added of industrial enterprises above designated size fell 2.9 per cent year-on-year, with the manufacturing sector down 4.6 per cent. However, we should see that under the strong leadership of the Party Central Committee and with the joint efforts of all parties, the pace of manufacturing enterprises to resume work and production has significantly accelerated since May, and the industrial economy has shown signs of stabilization. For example, 50 enterprises under key monitoring in Jilin Province have all resumed work and production, and the staff on-duty rate has reached 87.4%. In Shanghai, the return rate of automobile and parts enterprises has exceeded 85%, the national vehicle freight flow index has reached 101 in the fourth week of May, the container throughput of Shanghai port has recovered 90%, and a number of industrial economic indicators such as electricity and labor have improved.
Tao Qing stressed that in the current critical period of economic development throughout the year, we must strengthen confidence, seize time, and focus on the following work:
First, we will accelerate the effective implementation of policies. The Party Central Committee and The State Council have introduced a series of tax cuts and fee reductions since the end of last year to help enterprises rescue policy measures, and this time introduced a package of 33 policies to stabilize the economy in six aspects, which can be said to be unprecedented, which is both timely rain and reassuring. At present, the key is to grasp the implementation, open up the “last kilometer” of the policy landing, so that all kinds of enterprises should know all about it, should enjoy it, benefit as soon as possible, and give enterprises a blood transfusion to overcome difficulties and help strengthen the heart to stabilize expectations.
Second, we will make every effort to ensure the stability and smooth flow of the industrial chain. Chain stability is the top priority to promote stable industrial growth. In response to the current problems such as inadequate production, weak foundation for resumption of work, and difficulties in coordinated resumption of production in key industrial chains, we will continue to make efforts in key enterprises, key industries, and key regions. Further strengthen policy support for enterprises and make good use of various measures to ensure supply and stability of the chain, including the “white list” system. For key industries such as automobiles and integrated circuits, it is necessary to further exert the functions of relevant coordination platforms and strengthen upstream and downstream connection services. For key regions, cross-regional and cross-provincial coordination should be strengthened, and point-to-point and one-to-one difficulties in dredging card points should be strengthened.
Third, we will strengthen assistance to small and medium-sized enterprises. We will increase the interpretation and service of policy publicity and practice, assist small and medium-sized enterprises to use fully beneficial policies, and provide small and medium-sized enterprises with accessible, affordable and guaranteed services. We will establish and improve a gradient cultivation system for high-quality small and medium-sized enterprises, and promote the development of specialized and innovative enterprises. We will work with relevant departments to crack down on illegal charges and clear up arrears, and continue to optimize the business environment.
Fourth, increase investment and boost consumption. Accelerate the implementation of the “14th Five-Year Plan” major projects and projects in the manufacturing industry, major technological transformation projects for energy conservation and carbon reduction in key areas, strive to expand effective investment, and promote the early start of key projects, early production, early results, and more physical workload. We will further expand consumption, organize and implement a new round of activities such as sending new energy vehicles to the countryside, accelerate the integration of 5G and industrial Internet + with vertical industries, and promote the double growth of industrial consumption and information consumption.
As for how the government should coordinate epidemic prevention and control and manufacturing production, Tao Qing said that the government should focus on two aspects: first, overall guidance and strengthening coordination; The second is to provide advanced services and strengthen security.
In terms of guidance and coordination: first, it is necessary to implement territorial responsibilities, coordinate epidemic prevention and control and production of manufacturing enterprises, and effectively implement various pro-enterprise policies. Second, it is necessary to guide enterprises at different levels to make stable production plans and emergency plans. Enterprises at high, medium and low epidemic risks should be given classified policies and scientific guidance, and they should not simply require work stoppage or production capacity or staff arrival rate. Third, in the event of an epidemic, when it is necessary to stop work and limit production, local governments should strictly implement procedures. Key manufacturing enterprises and livelihood guarantee enterprises should be evaluated by the local industry authorities and reported to the local joint prevention and control mechanism; For key enterprises in the key links of the industrial chain and involving the overall industrial chain, they should be evaluated by the provincial industry authorities and comprehensive economic management departments, and report to the provincial joint prevention and control mechanism according to procedures; Beware of “shutting down at will and shutting down once”.
In terms of strengthening service guarantee, first, we will give full play to the role of mechanisms such as maintaining and stabilizing key industrial chains and supply chains, focusing on difficult points and blocking card points, implementing the “white list” system, and promoting enterprises in affected areas to resume work and reach production as soon as possible. When confronted with industrial chain supply chain problems, the province can solve their own solutions, the need for inter-provincial coordination, by the provincial industry and information technology authorities to clarify the need to coordinate the list of supporting enterprises and matters, first coordinated solution, the need for ministerial coordination, timely report to the National Development and Reform Commission, the Ministry of Industry and Information Technology. Second, we must make every effort to ensure smooth logistics. All localities should implement the vehicle permit system for transporting key materials under the condition of epidemic prevention and control, build good transfer stations for materials, and effectively block the spread of the virus through means such as suspension transportation, on-site transfer, vehicle elimination, and personnel quarantine, so as to ensure smooth logistics. Third, ensure stable production services for enterprises. For enterprises that have started stable production plans due to the outbreak of the epidemic, especially those that have implemented closed-loop production, local industry authorities should take the initiative to provide service and front-line service, “one enterprise and one policy”, and actively coordinate disease control, transportation, public security and other departments to give priority to epidemic prevention and detection, personnel return to work, transportation capacity, storage, and living security. For enterprises that have stopped production due to the epidemic, it is necessary to help them scientifically and accurately do a good job in epidemic prevention, actively create conditions to resume work and achieve production, and support related industries such as banking, insurance, shipping agency, freight forwarding, express delivery, and specialty stores to resume work simultaneously.
Reporters learned at the meeting that in the early stages of the outbreak in mid-March, in order to ensure the stable production of key medical supplies, the Ministry of Industry and Information Technology, together with relevant departments, urgently issued a list of two batches of more than 600 key enterprises serving epidemic prevention and control, and fully ensured the needs of epidemic prevention and control in key regions. In April, three batches of “white list” enterprises were announced, focusing on the areas of necessities for residents’ lives, important materials for agricultural spring sowing and production, and key materials for strategic industries, focusing on key regions such as the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, and key link enterprises in the industrial chain that have a significant impact on the national economy. For industries with long industrial chains and multiple supply chains, such as automobiles and integrated circuits, a coordination platform for industrial chain and supply chain has been built, upstream and downstream docking has been strengthened, and a coordination mechanism for enterprise parts inventory red light warning has been established to promote the coordinated resumption of work and production in the industry as a whole. As the epidemic gradually stabilized, in May, the Ministry of Industry and Information Technology sorted out the “white list” of enterprises, and dynamically adjusted the “white list” of enterprises according to the resumption of work and production of node enterprises in the industrial chain. At present, there are 1,722 enterprises on the “white list” of the Ministry of Industry and Information Technology. At the same time, the Ministry of Industry and Information Technology guided the development of provincial “white list” of 20,800 enterprises, actively promoted inter-provincial mutual recognition and information sharing, coordinated to solve specific problems, crack the blocked card points, the national industry and information system coordinated to solve more than 43,000 enterprise problems, the pace of resumption of work in key areas and key industries has accelerated significantly, and the work of guaranteeing smooth communication has achieved obvious results. Tao Qing stressed that the “white list” system is an important measure to ensure the stability of the chain, and it is also an emergency move in special circumstances, and its goal is to fully realize the resumption of work and production.
