We will strengthen the construction of new infrastructure such as 5G, artificial intelligence, the industrial Internet, and the Internet of Things, expand the coverage of high-speed, large-capacity, and low-latency networks, and encourage manufacturing enterprises to connect people, machines, and things through internal network upgrading, so as to provide information network support for shared manufacturing.

Shared manufacturing is the application innovation of the sharing economy in the field of production and manufacturing. It is a new model and new form of business that focuses on all aspects of production and manufacturing, uses the sharing concept to gather dispersed and idle production resources, and flexibly matches and dynamically shares them to the demand side. The development of shared manufacturing is an inevitable requirement to comply with the integrated development trend of the new generation of information technology and manufacturing industry, cultivate and strengthen new drivers, and is an important measure to optimize the allocation of resources, improve output efficiency, and promote the high-quality development of the manufacturing industry. In recent years, China’s shared manufacturing has developed rapidly, the application field has been expanding, and new models and new formats such as capacity docking, collaborative production, and shared factories have emerged, but it is still in the initial stage, facing problems such as insufficient willingness to share, imperfect development ecology, and weak digital foundation. In order to implement the decision and deployment of the CPC Central Committee and The State Council on cultivating new growth points and forming new driving forces in the field of sharing economy, further promote the innovative application of sharing economy in the field of production and manufacturing, accelerate the cultivation of new models and formats of sharing manufacturing, and promote the high-quality development of manufacturing, the following opinions are hereby put forward.
I. General requirements
(1) Guiding ideology
Strengthen demonstration guidance and policy support, improve the development environment for shared manufacturing, develop new models and new forms of shared manufacturing, fully stimulate innovation vitality, tap development potential, release the impetus for transformation, and promote high-quality development of the manufacturing industry.
(2) Basic principles
Market-led, government-guided. Adhere to the market-oriented, give full play to the main role of enterprises, strengthen upstream and downstream cooperation in the industrial chain, and enrich platform applications. The government is focusing on strengthening publicity and promotion, promoting the improvement of the credit standard system, optimizing services, actively creating a good environment, and supporting and guiding the innovation and development of shared manufacturing.
Innovation-driven and demonstration-led. Through model innovation, technological innovation, service innovation and management innovation, we will give full play to the supporting role of the new generation of information technology, accelerate the cultivation of new models and business forms of shared manufacturing, promote innovation in industrial organization, and improve total factor productivity. Organize and implement shared manufacturing demonstration activities, encourage excellent enterprises to try first, and summarize and form a typical experience that can be replicated and promoted.
Platform traction, cluster drive. Give full play to the traction role of shared manufacturing platforms, innovate the allocation of resources, improve the quality of supply, shorten the production cycle, and empower smes to innovate and develop. Relying on the spatial agglomeration advantages and industrial ecological advantages of industrial clusters, accelerate the landing and large-scale development of shared manufacturing, and drive the transformation and upgrading of industrial clusters.

Deeply grasp the application characteristics of shared manufacturing in different industries, adhere to the problem-oriented, strengthen guidance, precise policies, and promote the deepening application of shared manufacturing in various regions, industries and links in stages and steps to promote the comprehensive development of shared manufacturing.
3. Development direction
We will accelerate the formation of a coordinated development pattern with manufacturing capacity sharing as the focus and innovation and service capacity sharing as the support.
Manufacturing capacity sharing. Focusing on the sharing innovation of processing and manufacturing capabilities, focusing on the development of a sharing platform that gathers manufacturing resources such as production equipment, special tools, and production lines, the development of shared manufacturing services for multi-factory collaboration, the development of shared factories that gather the common manufacturing needs of small and medium-sized enterprises, and the development of equipment sharing services for rent and sale and on-demand use.
Innovation capacity sharing. Focusing on the flexible, diverse and low-cost innovation needs of small and medium-sized enterprises and entrepreneurial enterprises, we will develop the sharing of product design and development capabilities that gather diverse intellectual resources of society, and expand the sharing of scientific research equipment and experimental capabilities.
Service capability sharing. Focusing on the common service needs of enterprises such as logistics warehousing, product testing, equipment maintenance, inspection of goods and factories, supply chain management, data storage and analysis, we will integrate massive social service resources and explore the development of intensive, intelligent and personalized service capacity sharing.
