(4) Main objectives
By 2022, 20 shared manufacturing demonstration platforms with strong innovation ability and great industry influence will be formed, the level of resource intensification will be further improved, the allocation of manufacturing resources will be continuously optimized, and the recognition of shared manufacturing mode will be significantly improved. Promote and support 50 shared manufacturing demonstration projects with good development prospects and strong driving role, further deepen the application of shared manufacturing in industrial clusters, and significantly improve the efficiency of production organizations within clusters. Supporting systems such as credit and standards to support the development of shared manufacturing have been gradually improved, breakthroughs have been made in the research and development of common technologies, the foundation for digital development has been consolidated, and an ecological environment for the coordinated development of shared manufacturing has taken shape.
By 2025, the development of shared manufacturing will reach a new level, the demonstration and leading role will be fully displayed, the shared manufacturing model will be widely used, the ecosystem will be improved, the level of resource digitization will be significantly improved, and it will become an important driving force for the high-quality development of the manufacturing industry.
Ii. Main tasks
(1) Fostering and developing shared manufacturing platforms
Actively promote the construction of platforms. In regions and industries with good industrial basic conditions and early start of shared manufacturing, accelerate the formation of a number of specialized shared manufacturing platforms, and promote the effective convergence and extensive sharing of decentralized manufacturing resources in key regions and key industries. We encourage qualified enterprises to explore the construction of cross-regional, comprehensive and shared manufacturing platforms. Guide enterprises to promote platform integration through joint construction, strategic investment and other ways to improve the concentration level of manufacturing resources.
Encourage innovative application of the platform. Support platform enterprises to explore innovative services integrating industry characteristics around the online release of manufacturing resources, order matching, production management, payment security, credit evaluation, etc. Promote platform enterprises to deeply integrate diversified manufacturing resources, and develop a shared manufacturing model of “platform order, process decomposition, and multi-factory collaboration”.
Promote the evolution and upgrading of the platform. Support platform enterprises to actively apply cloud computing, big data, Internet of Things, artificial intelligence and other technologies, develop intelligent quotation, intelligent matching, intelligent scheduling, intelligent monitoring and other functions, and constantly improve the intelligent level of the whole process of shared manufacturing. Guide platform enterprises to cooperate with technology providers to strengthen platform development and application capabilities. Industrial Internet platforms are encouraged to integrate and open up various resources for specific industries and specific regions, and develop shared manufacturing services.
(2) Relying on industrial clusters to develop shared manufacturing
Explore the construction of shared factories. All kinds of enterprises are encouraged to build shared factories around the common manufacturing links of industrial clusters, centrally allocate production equipment with strong universality and high acquisition costs, and rely on online platforms to create flexible service models such as time-sharing, piece-work, and value-based pricing to meet the common manufacturing needs of industrial clusters.
Support the development of public technology centers. Focusing on the common technology research and development, product quality testing and other services urgently needed by industrial clusters, support the construction of a number of public technology service platforms, strengthen industry-university-research cooperation, and provide convenient, low-cost, efficient and diversified technology research and development, achievement transformation, quality management, business incubation and other public services for enterprises in the cluster.
Actively promote the sharing of service capabilities. Guide enterprises in industrial clusters to focus on core capacity building and enhance their competitiveness by sharing logistics, warehousing, purchasing and marketing, manpower, etc. Encourage information and communication enterprises to go deep into industrial clusters, combine the characteristics of the industry, develop common services such as data storage, analysis and monitoring, and actively promote the innovative application of industrial big data.
3. Improving the development ecology of shared manufacturing
Innovative resource sharing mechanisms. We will encourage large enterprises to innovate mechanisms, release idle resources, promote open sharing in key areas such as research and development, design, manufacturing capacity, logistics and warehousing, and professional personnel, and increase effective supply. We will encourage institutions of higher learning and research institutes to establish scientific and effective profit distribution mechanisms and resource allocation mechanisms, and promote the open sharing of scientific research equipment and experimental capabilities. Innovate incentive mechanisms, guide stakeholders to actively open the data interface of production equipment, and promote data sharing. We will improve the intellectual property protection mechanism in the process of resource sharing.
We will promote the development of a credit system. Platform enterprises are encouraged to make comprehensive use of big data monitoring, user two-way evaluation, third-party certification and other means to build a hierarchical and classified credit evaluation system for both supply and demand sides of the platform, and provide services such as enterprise credit investigation, enterprise quality assurance ability certification, and enterprise performance ability evaluation, according to shared manufacturing application scenarios and mode characteristics.
Optimize and improve the standard system. Focus on non-standard product standardization, production process standardization and other areas, encourage platform enterprises to optimize the product standard system, clear product attributes and production process requirements. Accelerate the development of shared manufacturing group standards, and promote the measurement, trading, and evaluation of manufacturing resources. Innovative quality management certification system for shared manufacturing multi-agent collaboration, virtual manufacturing and other operational characteristics.
