In order to cope with the challenges of industrial cyber security threats and strengthen global emergency cooperation, the fifth International Conference on Industrial Cyber Security Emergency was held in Beijing on December 5. With the theme of “Sharing new challenges of International network security emergency response and Sharing major development opportunities of new industrialization”, the conference was sponsored by the National Industrial Information Security Development and Research Center (hereinafter referred to as the “National Industrial Information Security Center”) and jointly hosted by the State Grid Smart Grid Research Institute Co., LTD., Ningbo and Lisi Information Security Research Institute Co., LTD. Zheng Kai, second-level Inspector of the International Cooperation Department of the Ministry of Industry and Information Technology, Xiao Junfang, deputy director of the Network Security Administration, and Li Li, deputy director of the National Industry and Information Security Center, attended the meeting. More than 130 people, including government officials, representatives of international organizations, entrepreneurs, experts and scholars from 16 countries and regions including Mongolia, Malaysia, Thailand, Germany and Russia, attended the event.
Zheng Kai pointed out that the Ministry of Industry and Information Technology attaches great importance to international cooperation on cyber security emergency response in the industrial field. While continuously developing and improving emergency response capabilities, China has given full play to the role of bilateral and multilateral cooperation mechanisms to carry out international exchanges and cooperation in industrial cybersecurity emergency response, and achieved fruitful and practical results. In the future, China will make joint efforts with other countries to further build a cooperation environment, establish a cooperation mechanism, expand cooperation areas, and continue to promote the deepening of international cooperation in industrial cybersecurity emergency response.

At the meeting, the National Industry and Information Safety Center monitoring emergency Office issued the “New technology observation: The report, “Opportunities and Challenges brought by Big Models to industrial network security”, expounds the impact of big models on industrial network security from the aspects of security opportunities, security challenges, foreign progress, and domestic status quo, and puts forward three future prospects, which provides a useful reference for preventing security risks of big models and using big models to better empower industrial network security.
Jiang Nan, deputy general manager of Information and Digital Management Department of China Petroleum and Chemical Corporation Limited, gave a keynote speech on “Sinopec’s Network Security Construction Practice”, expounded the network security design ideas including the general framework of network security system and technical architecture, and shared the network security construction practice.
Professor Yu Shui from the University of Technology Sydney made a video speech on the topic of “Artificial intelligence Explainable security”, shared the mainstream views of the industry on artificial intelligence security, and put forward suggestions on strengthening the construction of the rule of law, strengthening the understanding of high-dimensional space, etc., to enhance the explainability of artificial intelligence and improve the application security of artificial intelligence.
Technical experts from security companies such as Ningbo Helishi, National Pipe Network, Deep Trust, Rockwell and Schneider shared the development and practical experience of industrial network security technologies such as industrial network native security, pipe network security, emergency strategy, zero trust, and security guarantee.
The conference also held the award ceremony of outstanding support units for industrial information security monitoring emergency response. Twenty units, such as Qiming Stars, Shenzhou Green League and CLP Anke, were selected as excellent support units for industrial information security monitoring and emergency response.
