The 14th Five Year Plan period is a crucial and window period for China to address climate change and achieve carbon peak goals, as well as a crucial five-year period for industrial transformation and development towards green and low-carbon development. The “14th Five Year Plan for Industrial Green Development” (hereinafter referred to as the “Plan”) released by the Ministry of Industry and Information Technology is based on practical development and follows the basic principles of “goal orientation, efficiency priority, innovation drive, market leadership, and systematic promotion”. The system proposes an overall work arrangement of “focusing on one action, constructing two systems, promoting six transformations, and implementing eight projects”, which is led by the implementation of the industrial carbon peak action, Efforts will be made to build and improve a green and low-carbon technology system and a green manufacturing support system, systematically promoting the transformation of industry towards high-end industrial structure, low-carbon energy consumption, circular resource utilization, clean production processes, green product supply, and green production methods. One is to highlight the leading role of carbon peak and carbon neutrality goals in promoting green industrial development. Currently, China is less than 10 years away from achieving the carbon peak target and less than 40 years away from achieving the carbon neutrality target. Compared with developed countries, the time window for China to achieve the “dual carbon” target is tight and difficult. Industry is a key area that supports the whole society to achieve carbon peak on schedule. The “Plan” takes “goal orientation” as the first basic principle, and clearly proposes to adhere to the overall orientation of promoting carbon peak and carbon neutrality goals as scheduled in industrial structure adjustment and promoting the comprehensive green and low-carbon transformation of industry. It comprehensively leads the reduction of pollution and carbon emissions and the efficient utilization of energy resources, and takes the implementation of carbon peak actions in the industrial sector as a leading task, Propose to strengthen the top-level design of carbon peaking in the industrial sector, clarify the implementation path, promote the implementation of carbon peaking goals and tasks in various industries, and implement tiered peaking. The third is to highlight the supporting role of green and low-carbon technologies and green manufacturing systems. By constructing and improving a green and low-carbon technology system and a green manufacturing support system, we will focus on enhancing the basic capacity and momentum of industrial green development. On the one hand, in response to the shortcomings and weaknesses of green and low-carbon technologies, we will accelerate research and breakthroughs in a number of key common technologies, actively promote the large-scale and rapid application and iterative upgrading of new technologies, improve the industrial technology innovation system, increase efforts in tackling cutting-edge technologies, and strengthen the support role of scientific and technological innovation in the transformation of industrial green and low-carbon. On the other hand, efforts should be made to improve the green manufacturing system, starting from standards, services, talents, policies, and other aspects, to comprehensively enhance the basic capacity of green development in the manufacturing industry. This mainly includes establishing a sound green and low-carbon standard system, improving the green public service system, strengthening the leading role of green manufacturing benchmarks, building a green and low-carbon talent team, and improving green policies and market mechanisms.
The fourth is to highlight the use of digitalization to drive green transformation. With the gradual promotion of energy-saving technologies with low investment and quick results, the energy-saving and carbon reduction space for single process and equipment technology transformation and upgrading is showing a narrowing trend. Under the trend of digital development and transformation in the global economy, the deep integration of new generation information technology and traditional industries is becoming a new driving force for industrial energy conservation, carbon reduction, and efficiency enhancement. The Plan accurately grasps this new trend, takes “accelerating the digital transformation of production mode” as an important direction to promote the green development of industry, proposes to establish a green low-carbon basic data platform, promote the integrated development of digital intelligence and greening, promote “industrial Internet plus+green manufacturing”, and actively promote the transformation of new advantages of the digital economy into a new driving force for the green low-carbon transformation of industry.
The fifth is to highlight the high starting point of green development in emerging fields. In recent years, energy-saving and carbon reduction issues in some emerging fields have received widespread attention. For example, with the rapid development of the digital economy, the energy consumption of digital infrastructure has significantly increased. Data shows that the main equipment power consumption of 5G base stations by major operators is about 2.5 to 3.5 times that of 4G single stations. The Plan not only focuses on energy conservation in traditional high energy consuming industries, but also attaches great importance to the energy consumption issues of digital new infrastructure. It proposes to actively promote the energy-saving and green upgrading of new infrastructure such as networks and communications, and further reduce the power consumption and energy consumption of new infrastructure such as data centers and mobile base stations. In terms of comprehensive utilization, with the rapid growth of the number of new energy vehicles in China, the recycling and utilization of retired power batteries is related to the healthy and sustainable development of the new energy vehicle industry, and has received widespread attention from all sectors of society. In addition to focusing on bulk industrial solid waste and renewable resources, the Plan has made specific arrangements for the recycling and utilization of new energy vehicle power batteries, including researching and formulating relevant management methods and standards, strengthening traceability supervision, accelerating technological innovation and promotion, and cultivating standardized enterprises. In terms of clean production, in addition to focusing on the reduction of traditional pollutants in the industrial sector, it is also proposed to strengthen the basic research of new pollution control technologies and equipment.
