3、 Comprehensive implementation of major tasks and measures for industrial green development
To promote green industrial development, we need to accurately grasp the development direction and principles, focus on key areas, key links, and core issues, identify key points and breakthroughs, take practical and effective measures, and implement the major tasks and measures of the Plan.
Adhere to the national coordinated promotion of industrial green and low-carbon transformation. Strengthen inter ministerial and provincial-level cooperation, guide various regions to formulate relevant plans or plans for industrial green development and industrial carbon peaking, and rely on industry associations and relevant institutions to carry out the promotion of the Plan and carbon peaking ability training. The “dual carbon” work should focus on the overall situation and calculate the overall account, adhere to the principle of national unity, strengthen overall industrial coordination, reasonably propose carbon peak task goals, and avoid a “one size fits all” approach to carbon reduction.
Strict regulations and standards lead to constraints. Research and formulate management measures in areas such as green manufacturing, comprehensive utilization of industrial resources, and recycling of power batteries for new energy vehicles. Establish a sound industrial green and low-carbon standard system, study and formulate guidelines for the construction of industrial green and low-carbon standard systems, and explore the establishment of green and low-carbon standardization institutions. Accelerate the formulation of standards for key areas such as low-carbon, energy-saving, water-saving, comprehensive resource utilization, and green manufacturing.
Focus on green transformation in key industries and regions. Key industries not only focus on the structural adjustment and green low-carbon transformation of traditional industries such as steel, petrochemicals, building materials, and non-ferrous metals, but also pay attention to the development of strategic emerging industries and high-tech industries with low energy and resource consumption, low environmental pollution, high added value, and strong market demand. The key areas mainly focus on green development in the Beijing Tianjin Hebei region, the Yangtze River Delta, the Guangdong Hong Kong Macao Greater Bay Area, the Yellow River Basin, and the Yangtze River Economic Belt.
Increase precise policy support. Give full play to the regulatory role of industry and economic policies, and give preferential treatment to energy-saving and carbon reduction projects in terms of electricity prices, taxation, carbon quotas, credit and other policies. Optimize tariff structure, encourage the export of high value-added and low-carbon emission products, and reduce the export of high carbon emission products. Develop and issue guidance on industry finance cooperation to support industrial green development, develop a green development guidance catalog and project library, strengthen financing docking for green and low-carbon transformation related projects, and guide financial institutions to increase green credit investment in key industries, fields, and regions.
Smooth domestic and international green dual circulation. Based on existing bilateral and multilateral mechanisms, explore and implement a number of green and low-carbon cooperation projects. Gathering leading technology talents from both domestic and international sources, and building a green and low-carbon scientific research and innovation platform. Carry out advanced green and low-carbon technologies and exchange typical experiences. Build a domestic and international dual track, parallel online and offline supply chain for renewable resources. Promote the joint construction of green industrial parks, green factories, and green supply chains between China and foreign countries, and expand the proportion of green products in international trade.
