Vigorously promote energy conservation, carbon reduction, and efficiency enhancement
The Plan proposes to continuously implement energy-saving, carbon reduction and efficiency enhancement actions, integrate energy-saving and carbon reduction into all fields and processes of economic and social development, enhance energy-saving and carbon reduction management capabilities, improve energy utilization efficiency, and accelerate the formation of a new energy-saving and low-carbon energy consumption model.
The Plan points out the need to promote green energy production.
Promote green and low-carbon extraction of fossil fuels. Strengthen carbon emission monitoring in the production process of fossil fuels, accelerate the application of green mining and intelligent technologies, increase the recycling and utilization of surplus energy and by-products, and reduce carbon emissions in coal and oil and gas extraction processes. Intensify the recovery and utilization of coalbed methane (coal mine gas) and methane in oil and gas fields, and accelerate the promotion and application of carbon dioxide oil displacement technology. Promote advanced technologies and equipment for fossil energy extraction, and accelerate the electrification transformation of fuel, gas, and coal-fired equipment.
Promote energy processing, storage and transportation to improve efficiency and reduce carbon emissions. Accelerate the transformation and upgrading of the refining industry, promote the construction of green and intelligent refineries, extend the refining industry chain, increase the proportion of high value-added products, and improve the comprehensive utilization level of resources. Promote the utilization of coal based on its quality and grading, and promote the transformation of coal into products with high carbon sequestration rates. Optimize the coal logistics network, increase the proportion of railway, waterway, and rail water intermodal transportation, develop green transportation methods such as multimodal transportation, and support enterprises in promoting smart low-carbon warehousing and logistics.
Vigorously develop a low-carbon circular economy in energy. Innovate the development model of circular economy in mining areas, explore the treatment of coal mining subsidence areas and the comprehensive utilization of coal gangue, actively promote the comprehensive utilization of co occurring mineral resources and tailings, and avoid air and groundwater pollution. Utilize coal mining subsidence areas and shut down high polluting mining areas to develop wind power, photovoltaic, or agricultural and forestry biomass industries. Explore the geological storage capacity of carbon dioxide in depleted or non exploitable oil and gas fields, as well as coal goaf areas. Explore the geological storage and storage of carbon dioxide in underground tunnels and goaf of metal mines with abandoned rock salt drilling and closed pits.
The Plan also proposes to promote low-carbon energy consumption methods. Promote green and low-carbon energy consumption in key industries. Strengthen energy conservation in the industrial sector, accelerate the construction of green manufacturing systems, promote energy-saving and low-carbon processes, technologies, and equipment, establish emission reduction mechanisms constrained by carbon emissions and fossil energy consumption control, promote the establishment of green energy monitoring and evaluation systems in industries such as steel, non-ferrous metals, building materials, and chemical engineering, improve the certification and labeling system for green energy consumption, and guide industrial enterprises and parks to efficiently develop and utilize distributed renewable energy. Resolutely curb the blind development of “two high” projects, accelerate the elimination of outdated production capacity, and tap into the potential for energy conservation and emission reduction through transformation and upgrading. Promote the improvement of building energy efficiency and green building standards, and vigorously develop energy-saving and low-carbon buildings. Build a green and low-carbon transportation system, vigorously develop multimodal transportation, promote the long-distance transportation of bulk goods from rail to rail and from water, and encourage heavy trucks and ships to use LNG or hydrogen as a substitute for fuel. Implement energy efficiency improvement projects for public institutions, and carry out energy-saving upgrades and renovations of infrastructure such as lighting and heating. Promote energy conservation in the field of new infrastructure, improve energy efficiency standards for data centers, 5G communication base stations, accelerate the integration of modern information technology with traditional municipal infrastructure, and improve operational efficiency and energy-saving levels.
