Firstly, the construction of a digital government is accelerating, and the modernization level of China’s national governance capacity is constantly improving. New technologies such as big data, cloud computing, mobile internet, Internet of Things, and artificial intelligence are constantly being applied to the government governance process. The digital transformation of the national government is steadily progressing, and government service platforms, supervision platforms, and the national credit system have been formed. The construction of a digital government has become a key lever for achieving digital transformation of government affairs, driving high-quality innovative development of the economy and society, and advancing the modernization of the national governance system and governance capacity. The development models such as the “maximum once” reform in Zhejiang, the “no face-to-face approval (service)” reform in Jiangsu, and the “one-stop service” reform in Shanghai have effectively solved the problems of difficulties, slowness, and annoyance in handling affairs for the masses and enterprises, driving the accelerated development of internet government services from point to surface, shallow to deep.
The second is the significant improvement of integrated government service capabilities, which has become a typical feature of China’s current digital government construction. Various provinces and cities in our country are actively exploring the construction of a “network” of inclusive, equal, convenient, efficient, intelligent and accurate government services. With the original intention of “doing practical things for the people”, we focus on the difficulties and urgent problems of online services, and strive to improve service levels and efficiency, striving to write a livelihood answer sheet that is convenient for the people and enterprises. The real name users of the national integrated government service platform have exceeded 1 billion, of which the registered users of the national government service platform have exceeded 400 million, with a total usage of 36.82 billion people. It has provided identity authentication and verification services to local departments more than 2.9 billion times, continuously improving public satisfaction and sense of gain.
Thirdly, the construction of the national government service platform continues to achieve results, effectively stimulating market vitality and promoting the improvement of the business environment. In order to implement the deployment requirements of the Central Economic Work Conference and the State Council Executive Meeting on helping market entities, especially small and medium-sized enterprises and individual businesses, to reduce their burdens and restore development, in 2021, the National Integrated Government Service Platform launched the “Enterprise Assistance and Relief Service Zone”, which collected 1262 local and departmental policies related to enterprise assistance and relief. A total of 1154 service items were connected to each end and continuously enriched and improved, Promote the precise matching, personalized promotion, and one-stop processing of policies to assist enterprises in solving difficulties, forming a management loop for inquiry, processing, feedback, and improvement of policies to assist enterprises in solving difficulties. Promote the convenience and efficiency of various services, allowing enterprises to enjoy policies more quickly, conveniently, and accurately, and directly access services, which are widely welcomed by enterprises and the public.
