Specifically, we need to make efforts in the following aspects.
First, continue to increase investment in research and development. The gap between China’s manufacturing industry and developed countries in terms of technology level is largely due to the short industrialization time and insufficient accumulation of scientific and technological strength. Therefore, whether it is to enhance the industrial base capacity, crack the “jam neck” problem, or forging technology and industrial “longboard”, it is necessary to further increase research and development investment. At the same time, it is also necessary to encourage enterprises, social organizations and individuals to increase investment in scientific and technological innovation through measures such as removing institutional barriers to scientific and technological innovation and strengthening intellectual property protection.
Second, early layout of future industries. The future industry represents the future direction of industrial development and contains new driving forces for economic development in the future. The future industry has great uncertainty, and countries are close to each other in the “starting line”, so it is an important opportunity for late-developing countries to catch up. It is necessary to strengthen strategic research on forward-looking technology and future industrial development direction, increase investment in research and development of forward-looking technology, actively cultivate early market, and guide enterprises to carry out engineering and industrialization of forward-looking technology.
Third, speed up the pace of negotiation and signing of free trade agreements. We will continue to enhance the attractiveness of China’s ultra-large market, complete industrial supporting facilities, and strong manufacturing capacity to transnational capital, deepen domestic institutional and institutional reforms, integrate with international trade rules, and promote the shift from an openness based on the flow of goods and factors of production to an openness based on rules and other institutions. We will actively work with our trading partners to conclude free trade agreements and regional trade agreements with higher standards. Further deepen industrial chain cooperation with geographically adjacent regions such as East and Southeast Asia; We will strengthen production capacity cooperation with countries along the Belt and Road and improve the global industrial chain layout of China’s manufacturing industry.
Fourth, we will promote industrial digital transformation. Promote the construction of new infrastructure with digital technology as the core, and lay a digital foundation for China’s industrial upgrading while accelerating the development and maturity of cutting-edge digital technologies. Give full play to China’s advantages in the field of digital technology and digital economy, and encourage digital technology enterprises to cooperate with manufacturing enterprises; Formulate technical specifications for intelligent manufacturing, unify data format standards, promote data opening, and develop manufacturing digital platforms such as the industrial Internet; Support the digital transformation of manufacturing enterprises, and enhance the supply capacity of service-oriented manufacturing such as remote maintenance, personalized customization, and value-added services.
