In this regard, Gao Gao, deputy secretary-general of the National Development and Reform Commission, said that at present, the society is more concerned about the employment problem of the manufacturing industry, which is more prominent in the problem of “employment difficulties” and “recruitment difficulties”, especially in the eastern coastal areas. In general, manufacturing employment is indeed relatively tight at present, and the influencing factors are also many.
Gao said that on the one hand, the new coronavirus epidemic has not been fully controlled, especially the global spread of the new coronavirus epidemic, objectively affecting the recruitment and stable employment of manufacturing industries in some regions. In the short term, it is mainly a phased and seasonal shortage of general workers, especially since the second half of last year, China’s economy has continued to recover steadily, and the situation of enterprise production and operation has stabilized. In particular, China has taken the lead in effectively controlling the COVID-19 epidemic, and the economic recovery has been relatively faster. Especially in some areas of the eastern coastal areas for exports, the order demand is relatively full, so the demand for labor is also continuing to grow, and there is a shortage of labor in the short term, especially in enterprises with a large amount of labor, there is a large labor gap.
Mr. Gao said that in the long term, on the one hand, the demographic structure is deeply adjusting, the number of working-age people has declined, and the labor supply has decreased. At the same time, it is worth noting that the aging trend of some employees in the manufacturing industry has accelerated, especially the industrial transformation and upgrading and the wide application of automation and intelligent equipment, making it increasingly difficult for older workers to adapt to new positions. And many young people may not be willing to go to the manufacturing sector to get employment, but more inclined to some more flexible work, work intensity is relatively small in the service sector, so objectively aggravate the tension in the manufacturing industry.
On the other hand, mainly the persistent lack of skilled workers, skilled workers, especially technical skills, in recent years, the pace of transformation and upgrading of China’s industrial structure is very fast, especially some new science and technology applications are rapidly deepening and expanding. For example, the chip semiconductor industry, new energy industry, these areas of employment demand is very strong, but it is relatively large demand for skilled talents, not only R & D design personnel, but also some general workers. However, in the short term, the training of skilled talents can not keep up with the situation, so there is a structural gap.
Gao said that in the “14th Five-Year Plan” employment promotion Plan, the stable development of the manufacturing industry and the promotion of manufacturing employment, especially the improvement of the quality of the labor force, also made special deployment.
First, we need to promote high-quality employment in the manufacturing sector. Including the implementation of the “cost reduction and burden reduction” action in the manufacturing industry, many measures have been introduced during the epidemic to help enterprises rescue and solve difficulties, and the previously effective measures will be further extended. At the same time, according to the development and changes of the situation, we must make some continuous enrichment and adjustment, improve the employment absorption capacity of the manufacturing industry, improve the income level of employees, enhance the attractiveness of the manufacturing industry for young people’s employment, and alleviate the problem of recruitment difficulties in the manufacturing industry. At the same time, we will continue to support the development of labor-intensive industries with strong employability, focus on developing skills-intensive industries, and create more skilled jobs in the manufacturing sector. At the same time, we will vigorously develop a new model of service-oriented manufacturing, promote the deep integration of services and manufacturing, expand and strengthen the emerging industrial chain, promote the development of advanced manufacturing clusters, and create more new growth points for manufacturing employment.
Second, in view of the structural employment problem in the manufacturing industry, it is necessary to strengthen the training of manufacturing talents, and promote the deep integration of high-quality development and vocational skills training in the manufacturing industry. This “plan” emphasizes to promote the effective connection of the manufacturing industry chain, the entrepreneurial chain and the training chain, and in the past often talked about the effective connection of the industrial chain, innovation chain and value chain, and now the industry is upgrading, innovation is developing, personnel training should keep up, to highlight the training of highly skilled personnel, the training of talents in urgent need, and deepen the reform of education and teaching. We will carry out projects to improve the quality and expand the capacity of education, focus on cultivating innovative, application-oriented, and skilled personnel, accelerate the training of personnel who are urgently needed in key areas, and carry out projects to update the knowledge of professional and technical personnel.
Third, it is necessary to further strengthen the employment services of manufacturing enterprises, including improving the normal service mechanism for the employment of key enterprises, as well as the coordination between the import and export places of labor, for some key enterprises with strong employment ability and large scale of employment, it is necessary to establish a public employment service contact system, set up employment service specialists, and implement fixed-point services. At the same time, through a wide range of special recruitment, labor cooperation and other channels, to help solve the manufacturing industry employment problems. While promoting the stable development and transformation and upgrading of the manufacturing industry, we will provide more high-quality jobs for the majority of workers.
