The penetration rate of digital R&D and design tools for industrial enterprises above designated size and the numerical control rate of key processes have exceeded 90% and 75%, respectively. Digital transformation of industrial enterprises has been fully covered in major industrial provinces and cities and key industrial parks. Production capacity in key industries has basically withdrawn below the energy efficiency benchmark level, the energy efficiency of major energy-using equipment has basically reached the level of energy conservation, and the level of essential safety has been significantly improved. The popularization and application of innovative products were accelerated, and the proportion of advanced production capacity continued to increase.

Deploy 12 priority tasks

High-end, intelligent, green, and safe are the key directions of equipment update in the industrial field. The “Plan” starts from four directions: advanced equipment update action, digital transformation action, green equipment promotion action, and essential safety level improvement action, and deploies 12 key tasks.

In terms of high-end, the “plan” is clear to accelerate the replacement of backward and inefficient equipment. For industrial mother-machines, agricultural machinery, construction machinery, electric bicycles and other production equipment in the overall low level of the industry, speed up the elimination of backward and inefficient equipment, beyond the service of old equipment. Focus on promoting the industrial machine industry to update the machine tools that have been in service for more than 10 years; Agricultural machinery industry update flexible cutting, molding, welding, manufacturing production technology and equipment; Construction machinery industry update hydraulic press, bending machine, obsolete process production line and online testing equipment.

In terms of intelligence, the “plan” emphasizes that it is necessary to accelerate the construction of smart factories. We will promote the in-depth application of new technologies such as artificial intelligence, fifth-generation mobile communication (5G), and edge computing in manufacturing, and form a number of typical scenarios such as virtual testing and debugging, process digital design, and intelligent online inspection. Promote equipment networking and digital links in production links, achieve production data connectivity, manufacturing flexibility and intelligent management, and create a digital workshop. Carry out intelligent upgrading around the whole manufacturing process such as production, management and service, optimize organizational structure and business processes, and build smart factories.

In terms of green, the “plan” said that the green transformation of production equipment should be accelerated. To promote the upgrading of energy efficiency of key energy-using equipment, with the focus on improving energy efficiency, promote the upgrading of key energy-using equipment such as boilers, motors, transformers, cooling and heating air compressors, heat exchangers, and pumps in industrial and other fields, and promote the application of energy-saving equipment with energy efficiency level 2 or above.

In terms of improving the essential safety level, the “plan” refers to the goal of unmanned dangerous jobs, the implementation of “mechanical replacement, automation reduction” and “robot replacement” projects, and the promotion and application of safety technology and equipment.

We will increase fiscal, tax and financial support

Yu Xiaohui, president of the China Academy of Information and Communications Technology, said that the main body of equipment renewal in the industrial field is the enterprise, and the lack of willingness, lack of funds and lack of policies have become the main reasons for restricting enterprises to carry out equipment renewal. To promote large-scale equipment renewal, we must not only give play to the decisive role of the market in allocating resources, but also better play the role of government guidance. The “Plan” makes a package of policy arrangements for solving the difficult points of enterprise equipment renewal, and provides a strong guarantee for accelerating the formation of scale effects in industrial equipment renewal.

The Plan proposes a number of safeguard measures to promote the upgrading of equipment in the industrial field. In terms of finance and taxation, the “plan” said that it is necessary to increase the financial support for equipment renewal and technological transformation in the industrial field, and the eligible key projects will be included in the scope of financial support such as investment in the central budget. We will increase preferential tax support for special equipment for energy conservation, water conservation, environmental protection, and production safety, and include digital and intelligent transformation in the scope of preferential treatment.

In the financial sector, it is necessary to set up special re-loans for scientific and technological innovation and technological transformation, and guide financial institutions to strengthen support for equipment renewal and technological transformation. We will give full play to the role of the national industry and finance cooperation platform, draw up plans for technological upgrading of industrial enterprises, strengthen the connection between banks and enterprises, recommend key projects for technological transformation with financing needs to financial institutions, and increase medium – and long-term loans to the manufacturing industry.

Yu Xiaohui believes that with the in-depth promotion of new industrialization, the demand for advanced equipment in the industrial field will continue to grow, and it is the key area of large-scale equipment renewal.

Zheng Zhajie, director of the National Development and Reform Commission, previously said that equipment renewal is a huge market with an annual scale of more than 5 trillion yuan. Fan Meng, director of the Industrial investment Research Office of the Planning Institute of China Electronic Information Industry Development Research Institute, introduced that China’s industrial equipment investment accounts for more than 70% of the whole society’s equipment investment, according to estimates, the annual scale of equipment renewal in China’s industrial field is about 4 trillion yuan.
